Why doesn't a horse officially have "34 HP" then?

- At full throttle, it delivers significantly more.
- Continuously, it can often deliver less than the peak power.
It is exactly the same with horses: At a walk, the power is low; at an easy gallop, it is a few HP; and in an explosive sprint, it is a multiple of that for a short time.
